718500543b feat(split): Use directed advertising. 
* Split centrals to scan with their identity so they receive direct
  advertising packets.
* Split peripherals to use direct advertising if they have an existing
  bond to a split central.

5f6a13413b fix(bluetooth): Split improvements 
* Proper usage of bt_uuid_cmp.
* Central's don't start scanning for peripherals if
  `ZMK_BLE_CLEAR_BONDS_ON_START` is enabled.
* Split peripherals don't advertize if
  `ZMK_BLE_CLEAR_BONDS_ON_START` is enabled.

0a40f922b5 refactor(split): Seperate peripheral BLE handling. 
* Move foundational BLE code for split
  peripherals to a dedicated file to avoid
  tons of conditionals and awkward code.
